The term Guitar Orchestra doesn't really have a universal definition, but here's how we see it ...

Definitions:

Guitar Orchestra
A collection of guitars of different sizes. There is more than one guitar on each line of music.
The Niibori guitar orchestra includes Alto, Prime, Bass and Contrabass Guitars.
Other guitar orchestras use Requinto, Prime and Contrabass Guitars, or more rarely
Treble, Classical, Baritone and Contrabass Guitars.
 
Guitar Ensemble
A collection of guitars of the same size. There is more than one guitar on each line of music.
 
Guitar Quartet
Four guitars of the same size, playing music in 4 parts, so there is one guitar on each line of music.
 
Guitar Trio
Three guitars of the same size, playing music in 3 parts, so there is one guitar on each line of music.
